British prisons are too overcrowded. The people who are sent there are violent, dangerous people - not just messed up junkie rock stars. They don't have the space to be sending junkies to jail. If the authorities have a choice, if the person's not a dangerous threat, they won't send them there.
He is trying. It's not that easy to be an addict and then wake up one day and say 'ok no more drugs', the key word is ADDICT. And he didn't leave rehab early, he stayed there for the time he was supposed to.
Equally, the number of kids who look up to & idolise Peter, the idea of being sent to jail would only become part of the rock n roll image.. the last thing the authorities want is going to jail becoming glamorised or cool in any sense.
