Nicole Richie's got Joel Madden on a tight leash.

The mom-to-be has given the Good Charlotte singer a strict list of rules to follow when out in public. On that list? Thou shalt not be photographed with hoochies and hos.

At a party in NYC earlier this week, Madden refused to take a picture with a hot young girl.

"He said he couldn't, as Nicole gave him strict orders not to take pictures with other celebrities or girls for rumor purposes," says one spywitness.

Shiz? Does that mean Joel won't take a picture with Perez tonight? He's such a big girl!

      mmm I saw him on Saturday night. He didnt come anywhere near the crowd, pretty much playing in the middle of the stage. He did however take pics with alot of people after his performance sooo I dunno. Nicole was there and she was hella sweet. Hung out backstage, didnt come out in the vip area at all.

      Arlington Virginia is a small little city in the suburbs of Virginia next the banks of the Potomac river and Washington D.C. Next Is Perez Hilton going to host a party in New Jeresy and yet advertise he is in New York City too?
      You are not in D.C. when you are in the burbs of Md. or Va.
      You can see D.C. when you finish your Va. suburban gig in Arlington, Va. the view is beautiful of the Nation's capitol.
