The problem here is that she is actually holding her dog in a very dangerous way. I have a teacup yorkie as well and it is really important to hold them properly and not to hold them especially like how she is in the first picture. The reason for this is if they suddenly moved and she lost grip and the puppy fell, because they are so small they would die when they hit the floor or get very seriously injured. My dog's sibling died this way, because the owner was holding her improperly while she was talking on the phone and the poor little guy fell.
