Why is that he looks high? Because it looks like he's trying to make a bit of crazy face on purpose, or he's just caught in a weird pose. I know he is supposedly a meth head and I have seen photos where his face looks like it's made of wax and he isn't looking into the camera, more likely those are photos where he's high.

The weird thing about this photo is that the area under his eyebrows looks red like he just had them waxed. Which isn't weird even, just slightly embarassing.
