The local ABC affiliate in Los Angeles is reporting that Spears was found by police to be under the influence of some unknown substance upon arrival!!!

Britney is at a stand off with police over returning custody of her kids to K-Fed.

Update: Federline himself has shown up!

Update #2: The kids are back with Kevin now.
