She IS singing. Her mic was off in her opening line, then you can hear it clearing be turned on by an audio guy that is going to lose his job…NOT backup vocals coming in. You can clearly hear her real voice. Anyone in the performing arts can tell you this stuff happens from time to time.

the only real thing shown on this clip is that she wanted to make some rallying kind of comment to the audience during the instrumental intro and the sound guy was sleeping. This is not to say that I would be surprised to hear that Duff lipsyncs…its just not shown with any real evidence here.
