The number of people to WHOM you are referring is irrelevant.

I will use them for you correctly below:

A: Everyone.

An even easier way to think about how to use "who" versus "whom" is to exchange them with "he" and "him", respectively, and then figure out which one works out:
WHO=HE
WHOM=HIM
