They most likely had to pay for them. Most cities you can hire the police to do an escort. In New Orleans they use police escorts for every wedding. They escort the guests to the reception hall in a large line. For funerals too. Each cop costs about $100 an hour.

In many situations when you see an officer working at a bar, wedding or even as "body guards" they are not working on the tax payer's money. It's considered an off duty extra work. They can wear the uniform and have the powers of an officer but are paid by whom they are hired by. These jobs are approved by the chief, mayor or Lt. depending on the department.

Here in Canada when police provide this kind of security or help at construction sites or high traffic events they are PRIVATELY paid for by the company or individual who needs their security and while they are allowed to wear their uniforms and are acting in an official context they are off the clock and therefore not being paid for by taxpayer money. Is it not the same in the US? Maybe it is and it was their decision to hire two officers and pay for it themselves. This is a fact that should be checked before they are criticized perhaps unnecessarily.
