      It's not a street legal motorcycle, it's a dirt bike, so it is not affected by DOT rules, he is allowed to be on pavement for a short period of time, but not extended driving/riding.

      For years, Louisiana showed the uncharacteristic good sense to follow the lead of states that require all motorcycle riders to wear helmets. In the two-wheeled world, this is known as a "universal coverage" law. Then, in 1999, Gov. Mike Foster, a motorcycle enthusiast himself, muscled lawmakers into repealing the helmet law. This was done over the loud objections of Foster's appointed head of the Louisiana Highway Safety Commission, Col. James Champagne, who showed not only uncommonly sound judgment but also uncommon valor by standing up to his boss on an issue that Foster clearly took personally. The repeal also came in the face of irrefutable data proving that wearing motorcycle safety helmets saves lives — and not wearing them costs lives.

      Right after this some DA in LA wiped out without a helmut and was injured.

      You can tell, he is only test driving the Honda motorcycle. This type of motorcycle is a dirt bike and is not ridden on the road (note the missing headlight and turn signals) The owners manual, etc. is still hanging on the handle bars.

      It's a dirtbike. Not street legal although he is permitted to drive it for short periods of time up and down the street without a helmet. The car behind him is driving away from him so I dont think he was ripping around LA like you state he was.

      Have you ever been sitting in a theater wondering if you're being filmed for some sort of hidden camera prank show?
