Are dirt bikes even street legal in Cali?
It's not a street legal motorcycle, it's a dirt bike, so it is not affected by DOT rules, he is allowed to be on pavement for a short period of time, but not extended driving/riding.

Right after this some DA in LA wiped out without a helmut and was injured.
For the sake of his children, he should be wearing a helmet.
Fortunately, Gov. Kathleen Blanco pushed for reinstatement of Louisiana's universal coverage law after her election, and lawmakers obliged in 2004. Now, in a move that can only be described as "one for the Gipper," Jindal has taken up his old mentor Foster's cudgel in support of a bill by state Sen. Eric LaFleur, D-Ville Platte, that would allow motorcyclists 21 and older to forgo protecting their lives and brains. Pardon the pun, but this one is a no-brainer.
All laws aside, for the sake of his children he should be wearing a helmet.
Technically, dirt bikes can be made street legal. And the good old governor also got in an accident without a helmet while riding with his son.

You can tell, he is only test driving the Honda motorcycle. This type of motorcycle is a dirt bike and is not ridden on the road (note the missing headlight and turn signals) The owners manual, etc. is still hanging on the handle bars.

Have you ever been sitting in a theater wondering if you're being filmed for some sort of hidden camera prank show?
