Because there are so many poor black people who continue to live in the ghetto, whose city governments continue to underfund their educational systems, who are not given a very good chance at all to get a good education and get out of their situation.
If you quote statistics out of context, you can make them say whatever you want, but you're being completely ignorant of the larger socioeconomic and political causes of the jail ratios, which have nothing to do with any inherent qualities of a black person. Go to college and take a social justice class, and then let's see what you think about those statistics.
