Paparazzi To Be Pooped

Could there finally be some change made to the way the paparazzi operate?

It looks that way, at least in some parts of California.

Some officials in Los Angeles are deciding to take tougher action and make stricter regulations.

This Thursday, officials from West Hollywood, Beverly Hills, Malibu, and even Calabasas are gathering for the first time to discuss how they will try to control the paparazzi.

The group's goal is for each city to create it own ordinances against all aggressive paparazzi. There will also be some uniform laws placed in locations like where celebrities live, work, and hangout.

Guess it might be safe to finally drive down Robertson Blvd during the day!

Dennis Zine, a Los Angeles City Councilman, says "This is a response to their lack of responsible behavior."

Zine is also the one who earlier this year proposed a "personal safety zone" around celebs to protect them from the paps. Especially with paparazzi trespassing onto private property, such as with Halle Berry and Brangelina.

Zine adds in comparison to the desired paparazzi regulations, "You can smoke, but you can't smoke in certain areas. You can go 55 miles-per-hour, but you can't do it in a school zone. So we're not saying you can't take the picture."

Steve Whitmore, a spokesman for Los Angeles County Sheriff Lee Baca, says "As it stands today, the sheriff's department is confident and comfortable that the laws that exist provide enough to ensure the safety and security of residents."

This is all good, but….

We must also balance this with protecting the photogs' first amendment rights!

the first amendment was meant to protect freedom of expression and the right of journalists to publish information without fear of government reproach–not to protect an intrusive and over-zealous paparazzi. they will still be able to get the photos they need while giving celebrities enough space….

    23. IHear says – reply to this

      23

Oh, so celebrities are now SPECIAL? They get "personal safety zones", because they are celebrities? Who gets to decide who is a celebrity? Is it only people with hit movies, say grossing more than $50 Million in the opening week, or what? Do the police get to decide who is a celebrity and who isn't?

This kind of illegal law is an outrage. These "celebrities" sought out a public life. They KNEW what they were getting into when they SOUGHT OUT being a celebrity.

      God bless the beloved paparazzi.

If the paps behaved in the first place then it wouldn't be necessary but they don't. They drive far worse than someone who's drunk, trespass, stalk and generally act like scum. They take advantage of people with people with problems like Britney and Amy Winehouse when they should be left alone to get better so they can make their dirty money. There needs to be new laws and magazines/websites need to stop buying these pictures because we don't need to see Britney in her bikini on her balcony talking to her toddler.

      48

Hey Perez! You shouldn't talk about the First Amendment in terms of it being for the paparazzi. There's a reason the Freedom of the Press is the FIRST Amendment: Because it's the most essential to a free society and it's a freedom we all enjoy whether we're a paparazzi or just a citizen living in a country where you can say and publish what you want to say and publish. If you and Dennis Zine don't care about it enough to know you cannot qualify it — then you should both MOVE TO CHINA!

protect their first amendment rights? so fuck the safety of the celebrities. I'm sure the photogs hounding Princess Di were just living up their rights…she only died in a car crash while being chased afterall… The people TRESSPASSING on private property are just enjoying their rights. Let's see what else, entrapping celebs so they can barely move, swarming vehicles, chasing vehicles.
How much of a story is there really in katherine heigle smoking while driving? Is there a story with lindsay lohan shopping at channel? A story with lauren conrad getting drunk at a club like most people in their mid-20's? No, no story. Freedom of the press? Freedom of the hot menace that is the paparazzi.

    52. lynn says – reply to this

      52

sorry perez, but the first ammendment does not give sleazy paparazzi the right to stalk people constantly, and trespass on private property. it's about time something is being done.

    53. Kimmy says – reply to this

      53

Re: IHear – Did they ask to be stalked 24/7? Did they ask to be harrased constinly? Did they asked to have 50 strange men, who most of them could have been ex-crminals who can't hold a good job, surrounding them every where they go? Maybe people like Paris and celebs who became famous for doing nothing but not Actors/Singers. They make movies/Music and without them, there wouldn't be TV, and any form of entertainment. Paps have gone way over the Freedom of the press. They put EVERYONE around them at risk of getting hurt.

So thanks Perez for contributing to this unhealthy mentality which is causing record high skin cancer rates among young americans. Maybe next time try to be a little more socially responsible, especially with your new health kick and all… AND wasnt it you who wanted a marc jacobs shirt with posh on it stating to "protect the skin youre in", but at the time you were too big to fit? yeah, i'm pretty sure it was you..i love you P but this grosses me out…

Wait… try spending your time on something that will actually help the majority of the public and not just celebrities… i don't know… maybe the celebrities could admit they love the attention and they purposely go to these places just to get photographed!!! 72

      Hey, Dennis Zine -

Why don't you, and other local government pols, put your attention to REAL problems?

We're in the middle of an historic budget crisis, Los Angeles is riddled with all kinds of serious problems that need resolving, and you people are worried about celebs?

If celebs want to collect the spoils of being in the spotlight, then they must accept the downside.

We are sick of seeing our taxpayer dollars and resources going towards celebs, be it throngs of LAPD and/or sherriff deputies escorting celebs from restaurants to their cars, to the city council WASTING PRECIOUS RESOURCES on frivolous celeb-protection laws.

Celebs have more than enough money to hire their own security.

      73

This is the dumbest most irresponsible thing I've ever heard.

Who is paying off the LA City Council and Dennis Zine????

Who defines who is a celebrity?

I want a personal safety zone. Guess what, Dennis Zine? If you pass this law, we will suggest to everyone in L.A. that they sue the city for discrimination if they too don't get a "personal safety zone" - especially if you are harmed and could have been protected by this law.

    80. steph says – reply to this

      80

I'm kind of undecided on this issue. When you're a well-known person and you live in Los Angeles or anywhere in California for that matter, especially those key places like Robertson or The Ivy, your picture will be taken, and sometimes the paparazzi will get overcrowded and you fear for your safety. We all know this in the case of Britney Spears, especially. So you should know before even moving to LA or anywhere near there that you will have your picture taken, so it's not all the paparazzi's fault. Celebs know the consequences, and when they whine about their lack of privacy.. it's like.. you don't like it? Move somewhere else. If you work nearby, buy a place where it's less paparazzi friendly. On the other hand, the paparazzi can be very rude and make it hard for celebs to move around/see where they're going, not caring about the person they're taking the photo of and their safety, that's where it needs to set ground rules. Celebrities are people you know, and they have feelings. I know if I were someone like Lindsay or Paris or whoever, I would die. I wouldn't be able to handle it. So it's a two way street.

    81. 81

      *****************************************************************

      Oh fuck paparazzi rights!

I only say this because the media obsession with celebs and the lengths they go to are completely ridiculous! There are some places where people should be able to left alone without someone sticking a camera in their face 24/7. Look where it got Princess Diana!

They need laws that are more strict since the paparazzi have grown in numbers over the years. They aren't being stopped from taking pictures….just limited.

    87. belle says – reply to this

      87

Re: twiz9 – First of all, get a brain and use it. Second, this has nothing to do with freedom of speech. It's more about stopping disgusting photograpghers from endangering people, not just celebs. It's about boundries and respect. If you are going through a terrible time, are with your children, trying to eat, or simply driving down the street do you want a camera shoved in your face just because you are famous? So just because you are famous, you have to give up all your rights so others can have the right to harrass you and make money off you? GET REAL!!!!
