you can get a permit when you are 15 years old and 6 months. and you have to have a permit for six months before you can get a restricted license. when you have a restricted license you cant drive anyone under the age of 21 unless you have a parent in the car or someone who is older then 25. and cant drive between the hours of 11p.m. to 5a.m. for one year after receiving your restriced license or reaching age 18, whichever is sooner. so she wont be able to drive her friends around until she is atleast 17 unless she has a friend who is 25 years old or her parents are in the car.

if she lives in california, the earliest she can get her learners permit is 15 1/2. Then she keeps her permit for 6 months, applies for a permit and gets a license at 16 (if she passes). But this license is only a PROVISIONAL license which means you can only carry yourself or licensed drivers aged 25 yrs+….meaning…she will be BREAKING THE LAW HAULING AROUND FRIENDS!
