The poor woman has gone grey and has badly thinning hair. (Redheads in general have less hair, finer hair, and lose their color the fastest. Yes, there are exceptions. Don't tell me about them. I don't care.)
I think we can assume that whatever is being done to disguise the problem (wig, extensions, or weave) is the best that CAN be done, since this woman has limitless resources and every reason to look as good as possible. Her hair may be too white to hold color very well at this point.
Dyeing white hair a medium to dark color looks a lot less natural than blonde, which is why many female celebrities go lighter as they mature. I have to think that's why she chose it.

Anyone who grew up in Australia will remember the young Nicole, with orange frizzy hair and matching freckles. Her hair, skin and entire facial structure have been dramatically changed in the last 15 years. Shame is she USED to be pretty, now she just looks like a ghoul…
