If they would just legalize marijuana and tax it, it would probably help a lot of the states with their budget problems.

You would just have to enact laws that reflect alcohol restriction regarding driving, working, etc.

People in general are a bunch of dumbasses. Why use the gov't as your savings bank for your over-paid taxes? They don't pay you interest on it. You should have been taking the maximum deduction you can take on youf W-4 with your employer so they wouldn't have your money in the first place. But people have no discipline to save the money during the year because all they know how to do is spend spend spend. So now the gov't has you money and you may never get it back.

I am originally from KS (now in NYC)…this is totally not a shocker. Seriously crazy people are the majority of the majority party in KS, so even a good governor like Sebellius can't do shit with them holding control over so much. Isn't it Republicans who said that Bush wasn't granted enough powers over Congress, and now we have the opposite situation where Republicans are essentially holding the executive leader (Sebellius) in place? Arg. I hope the Republican party dies a fast death.

From a college educated woman who lives in the state of kansas and has her entire life I'm going to try and say something worth while.
Did I personally seek out the states budget? No sorry that I don't spend my nights worrying about if our state is getting into more debt then they can even attempt to handle, but that does not under any circumstances make me unintelligent or unwilling to understand what is going on. There are times when the government doesn't make you fully aware of a problem till it is a problem that they can no longer handle. Did all of the citizens of California know that their state doesn't have the money to pay them either? I'm going to guess not and I doubt any of you would say

Due to the fact that Republicans at the state level won't man up and figure out alternate ways to generate and distribute state revenues elected officials at the city and county levels have to raise taxes to compensate for the state budget shortfall. You know why else you are a retard Cottonquinn?? Because NOBODY in the general public knew until today that people weren't getting their income tax refunds. You know why?? Not to mention, there is a law that prohibits Kansas from borrowing more money from itself. Sebelius is attempting to play a shell game with the state's money by borrowing from one program to cover for another when she needs to eliminate programs that cannot be afforded.

Imagine that. Taking funds from healthy, sustainable programs and using them to prop up unhealthy, unsustainable programs that need to be eliminated. Sounds reasonable. NOT. By all means, let's run our constituency even further in debt just because we don't have the stones to do what is difficult and necessary in order to keep the state healthy in the long run. Sounds like a play right out of the Federal Government's book. Sebelius proves, once again, that libcoms truly are pussies. Political expedience over just doing what's right even if it hurts. There is no such thing as a painless recession, people. Learn it, survive it, and come out better in the long run. Anyone who tries to convince you otherwise is dishonest.

This directly affects me, and I for as many people who were in the dark about it, a lot of us saw it coming. The Republicans are playing horrible games in an attempt to control power. Unfortunately, they have been met with resistance since people give a damn and are paying attention to government. We don't want your effing power plants or any of your other crap! Stop messing with people's lives and ensure they are FEED and hat they can pay their RENT! Most state employees make under 40k a year and are already living paycheck to paycheck. Well, thankfully, this has now passed & everyone WILL be getting their money, but my husband and I were freaking out, because, as a Corrections Officer, HE is a state employee, and we totally rely on his paycheck, since mine from Walmart (LOL) doesn't cover much of our expenses, so yes, it was scary there for a while!
