Give JRM a break. His mom died last year, he broke up with his girlfriend, and he's been to rehab for like the third time. He's probably depressed, which reflects in one's appearance…and plus, that might just be a bad picture.

About the eyes, he suffers from light sensitive eyes…I know, cause I've got the same problem…..it's not that unusual when people have really light eyes and if you look closely you might notice his lack of a thick, defining "ring" around his pupils…….in his case it's really small, mine however is nonexistant! Flashes can be really disturbing if you suffer from it.
He's not supposed to look attractive to you! aside from being about twenty years out of your chosen age range, he's probably relieved that you dont like him. Plus how good is a strung out, moody, substance abusser supposed to look?

Ha ha ha Johnathan Rhys-Meyers is HOTTT sure, some days he's walking around with ad Uggas and a sweatshirt and a crumpled up paper bag in his hand, and some days he looks totally tweaked, like in this photo, the bad facial hair might be for the Tudors -who knows?? Even so, with the bad styles and gayface etc he is still THE hotness.
