Miss California says that people are not born gay. Instead, she believes that being gay is "a behavior that develops over time."
She probably thinks that people can be "cured" of homosexuality too!
Prejean also reveals that "the way that I was brought up, that was not an option" to be gay.

Enough with stories about her, first of all. But many people think that homosexuality might be a product of nurture rather than nature. And maybe some people have genes so they're more inclined to feel attracted to the same sex. Either way, she is probably talking about how some people (a minority, but still) choose NOT to act on those impulses, which, in fact, would be a choice.
