Governor Schwarzenegger has just declared a state of emergency in California over the swine flu virus.
In proclaiming the emergency, Schwarzenegger cautioned that "there is no need for alarm."
Schwarzenegger's proclamation on Tuesday sets in motion a series of administrative actions, including ordering all agencies to coordinate with public health officials as needed.
These actions will help coordinate efforts in response to the outbreak of swine flu, and - more importantly - hopefully prevent any further spreading of the virus.

Two deaths in SoCal have now been attributed to swine flu. Both were men, one was 33 and the other 45. One from Long Beach and the other from La Mirada/Norwalk.

The Swine Flu strain is actually the same strain (Influenza Type A Subtype H1N1) that killed 20+ million people back in 1918. It was called Spanish flu back then and is the same one that "killed" Edward Cullen (LOL). We talked about this today in my microbiology class…people for sure do not need to take this virus lightly!
I think the best way to finish with this horrible desease ist to start giving for free the medicine for this…. and stop pleas spreading panic all over the people I think is the worst part..

I don't know what the exact legal definition is but ( what I remember from working in govt) it's not the same 'state of emergency' as you and I would use the phrase. It's an 'administrative' state of emergency that means some red tape can be cut and some protocol can be abandoned in order to get things done and avert a bigger crisis. I think it also frees up some Federal funds. Otherwise many of the agencies are quite autonomous.
