Even though Baltimore police aren't placing the blame on Michael Phelps for Thursday night's car accident in Baltimore, Phelps has been issued a citation!
The Olympic swimmer was driving with an invalid license!!!!

Although the citation doesn't carry a fine, Fishy Phelps will still have to show up in court and explain to the judge why he doesn't have a valid Maryland license.

I lived in Bmore for 3.5 yrs, the Po-Po up there are CRAZY!!! If you move to MD & do not change license immediately Po-Po continue to harass you & fine you & send you to traffic court until its done.
