Actually, the original Roxie, Gwen Verdon was a redhead. In the revival the original was Ann Reinking…a brunette, almost black. And even Chita Rivera played Roxie in revival versions, black hair. Yes, she's a blonde in the movie. But the stage version has never needed a blonde.

Actually, typically Roxie is played by a red-head. There's a line in the script about her red hair. But because of the movie, people now have a tendency to SEE her as a blonde.
