Supposedly this was actually Border's fault. My sister was there and I have heard about it from her as well as the local news that Borders gave out the 1000 wristbands but that they told each person with a wrist band they were allowed TWO autographs. As a result of Palin spending extra time on each of the previous people they simply ran out of time. My sister was one of the 300 who weren't allowed to meet Palin and she said they were given a commemorative signed book plate. She said she's pretty sure the signature is authentic rather than mass produced.
