Seems that Cyrus was inked to honor the memory of Vanessa, one of her close friends that passed away due to Cystic Fibrosis over three years ago.
And apparently "Just Breathe" is the slogan for the Cystic Fibrosis Foundation.

I think it is a great place, all tattoos should be where you can easily cover them. I got my first tattoo at 16 and there is nothing wrong with it. I think hers is very sweet, and obviously has great meaning to her (as all tattoos should).

Personally, I love this tattoo. I have cystic fibrosis, and it's no walk in the park. I do a shitload of work just to be able to breathe without coughing all the time.
