He is saying they should take part in the "democratic process". That is what voting is in a country like America which is a Democracy. You are the one who apparently has a poor grasp of English……..and has never taken an American history class or you would have known they are actually using the correct terminology for the voting process…….idiot.

Why do latinos want to be separate from the rest of americans? Why do they try to force us all to operate everything in their language also? learn the language of America, English!!!!! Spanish is just the primary European language of the latin colonies also, not some sacred language of the native people.
