Perez,

My husband works for Discovery at the Head quarters building. He was in the building at the time of the hostage situation. THe photo that you posted is not the actual gunman, but a off-duty police officer arriving on the scene shortly after the gunman ws in the lobby. Some police responding to the scene did not have all the normal police gear that on duty police officers carry.
