Arizona's Sherrif Joe Arpaio should try this with his prisioners instead of humiliation and deprivation. Who knows? Maybe a program of rehabilitation and education instead of Joe being a fame-whore for the private prision systems ($$$) would go much further towards preparing those unfortunate persons for re-entering society.
