blacks could only vote in 5 states in 1855 and women could vote in 1920. However, black people really werent allowed to vote until 1944 when the white primary law was declared unconsitutional, you still had laws in each state restricting black voting rights
Yes, Whoppi was wrong, however I think she was noting that effectively blacks couldn't vote until the 1960's because of Jim Crow Laws. Even though blacks could vote in the 1864 by law.

Elisabeth was absolutely right. Black men were given the right to vote almost immediatley following the Civil War. Women, on the other hand, were not given the right to vote until 1920. The black man's right to vote was never revoked. What happened was the institution of "Black Codes" predominantly in the South. These were measures undertaken by the South to find loopholes in the 13th, 14th, and 15th Amendments so as to limit the freedom of black men. Bottom line: Elisabeth right, Whoopi wrong.

Women weren't given the right to vote until 1920. Blacks (male) were able to vote after the civil war. But in some southern state, legislation was passed to prevent this. But blacks had the right to vote LONG LONG before women.

While Black men officially had the right to vote in 1870 it wasn't until 1963 with the civil rights act that they actually had full opportunity to vote…they had Jim Crow and other voting acts restricting their actual right to vote especially in the South…and arguably because of other institutional blocks they still don't have full opportunity to vote (remember Florida). So yes, officially black men had the right to vote but technically a white woman (like Elizabeth and Hillary) had the meaningful right to vote first and still have more power to vote and more opportunity especially a rich white woman.

In order for the US to take that right away they would need to make an amendment to the consitution. In the past seven years A Republican made a decision to free 50 million people. 25 million people in Afghanistan and 25 million people in Iraq.
TECHNICALLY, black men were given the right to vote first, but JIM CROW LAWS took their ability away (literary tests, grandfather clauses, pole tax) so YES, they could vote, if they could read, their grandfather was a voter, and/or they paid the pole tax, but that basically left NO African Americans eligible to vote.
It is true that African American men were given the right to vote when universal male suffrage was granted in 1870, but they were quickly disenfranchisement by the Poll Tax, the Literacy Clause, and the Grandfather Clause, which pretty much excluded African-Americans form voting until the 50's and 60's, namely in the Voting Rights Act of 1965 which removed the poll tax, the literacy clause, and the grandfather clause from law.
As we all know, women were granted the right to vote in 1920, but that still excluded African American women. So, following Elizabeth's logic, this country is ready for a man, but not a black man, a woman, but not a black woman, and then finally a black person.

In 1865, following the Civil War, African-Americans were given the right to vote and the "3/5ths clause" was rescinded. (14th and 15th Amendment). The clause relevant to your question is the 15th Amendment, article 1: "The right… to vote shall not be denied or abridged… on account of race, color, or previous condition of servitude." (the "previous condition of servitude" meant that states couldn't deny the right to vote to those who had been slaves).
For 90 years thereafter, states did all sorts of things to abridge the right to vote for African-Americans. The main means were seemingly "objective" criteria like "literacy laws," which required that a person be able to read before they could register to vote. Since most African-Americans at the time were illiterate, that effectively prevented their voting. There were many cases before the Supreme Court, mostly in southern states, in which means of blocking the vote were removed.
Women won the right to vote in 1920. So Elizabeth was correct!
