On Friday, President Communist Dictator Raul Castro said that he would begin allowing ordinary Cubans to use cellphones.

This is the first official announcement of the lifting of a major restriction in Cuba.

Cellphone use in Cuba is a luxury usually reserved for only those who are communist or work for the government. Up until now, Cubans have only been able to get cellphones by having foreigners sign the contracts in their names. And those that even had cellphones, were in the very small minority.

Empresa de Telecomunicaciones de Cuba S.A., (ETECSA), Cuba's telecommunications monopoly announced they would allow the general public to use the cellphone by agreeing to sign prepaid contracts using Cuban Pesos.

The Cuban government currently controls over 90% of the economy in which the average monthly salary is about 408 Cuban Pesos, a little bit less than $20.

Yes, $20 a month!!!

But, of course, a program in convertible Pesos will probably ensure that most Cubans will not be able to afford the cellphone service.

Baby steps at least. Though it's doubtful Cuba will get out of it's poverty anytime soon. Instead of giving your people cellphones, why don't you try feeding them instead????

    I'm a big fan of you Perez but your WRONG about Cuba.
    Cuba is one of my favorite places in the world not just because its tropical but because there are no AMERICANS!
    Yes $20 is not a lot of money but when your education, health care, food staples, sometimes transportation (depending on job) and living expenses are paid for by the government its not a bad deal especially for a caribbean country (think about Dominican Republic, Haiti).
    The people live simply and they are happy, the majority (After 4 trips to Cuba I've never met one who did not support Castro) of the Cuban's support Castro because they can remember a time before him when people would starve to death, he has made Cuba what it is today, a great tourist destination .
    Cuba is a better place without the influence of America as I believe the rest of the world would be, gun violence, drugs, Bush, fast food, trashy american shows all make the world a worse place.
    I hope the US does not lift its embargo, it would not be the same, its great to be away from american influence for awhile…

    I have been to Cuba, as well as the US and I can fairly state that trade embargoes do nothing but harm a country that isn't trying to harm you. I do not hate all Americans but I do not understand why they would vote a president in for a 2nd term when he illegally invaded a country - isn't that a bit of dictatorship all in its own???? Screw the UN - I'm gonna do what I want… oh and I'll kill a bunch of my soldiers in the process. I think it's fair to say that about 49% of Americans feel the same way I do and I certainly don't hate them!!

    Why doesn't the USA end its embargo on Cuba? You'd be hard-pressed to find someone up here in Canada who doesn't think that that's the main cause behind Cuban poverty. While I completely agree that the Cuban government is wayyyy to restrictive, I also think Castro was/is better than Batista. Compared to other countries in the region, like Haiti, Cubans aren't that bad off.

    First things first. The cuban people are not starving! The government gives FREE food, health care and education. Every single person in Cuba receives food stamps and no one goes hungry.

    While I was in Cuba not long ago I met up alot of the local people in Varaderos and Habana and they told me that they get feed on a daily basis , have free education and free health care which is more than I can say for the States and Canada.

    I was told that most people want better wages, better jobs and to be allowed to travel. The fact that Raul Castro is allowing people to get a cell phone is a huge deal. It cost a great deal of money to call relatives overseas and having a personal cellphone would make it easier to be able to talk to love ones.

    As for what an average Cuban Citizen makes….well…that depends on where they work. The lucky ones that work at hotels make alot more than $20 a month, some make up to $150 a month. I know that's nothing BUT they are working on their economy.

    Progress is being made, slowly but surely.

    First, the people in Cuba don't get "FREE" food, they get ASSIGNED food. A family of eight gets the same amount of milk and eggs as a family of three.

    Second, Varaderos is closed off to the common Cuban. The people you met were workers who have to lie in order to keep their jobs or prostitutes.
    BTW thank you for supporting a murderous government!

    Get it together. If you're not Cuban you are not allowed to speak about things of which you have NO knowledge!!

    Actually, the last time I was in cuba, a cuban peso was worth 1 dollar american… which would make 408 cuban pesos a month like 408 american a month… still not good, but definately better than 20 bucks.

    Perez, I usually love your articles but this one is a little biased.
    You see, for those of us who have actually been to Cuba and whose opinions aren't shaped by the limited opinion of American news, although Cuba is considered a communist country, its not the third world hole that CNN would have you believe. Cuba is home to one of the best medical care systems in the world, and their social aid programs are lightyears ahead of those in North America. You will not see a homeless person on the street in Cuba because they are actually housed/fed, not pulled off the streets or put in prison like some other countries. Actually, the only reason Cuba and its government get such a bum rap is because the American government was booted out when Castro destroyed the fashist regime that was in control of Cuba, a regime that America helped sustain. So what if they are just getting cell phones? All the other bases are covered, and by the way, that 20 dollars a month is sufficient to house, feed, and clothe a family of four in Cuba.
    Do the research.

    $20 still isn't adequate, but at least the people of cuba are provided with free housing, utilities, health care, and food. If the US were to lift the embargo against cuba, it would help the cuban people immensely. If our government feels it's ok to lift embargos with china, then why not with cuba? It is pure spite that keeps US gov from lifting embargo. The influx of money from tourism alone would go a long way in helping ease poverty in cuba.

    Try looking up PPP (purchasing powery parity) or the Big Mac Index or something.
    Think of it like in the 70s the cost of a car or house is nothing like what it is now.
    (example)
    People could get into the cinema for 10 cents etc. That doesn't mean that going to the cinema was dirt cheap. In fact it was even the opposite. 10 cents for a cinema ticket was a 'luxury' for the general population.
    In Cuba, 480 IS the *EQUIVALENT* of about $20 in USA.

    Perez, access to cell phones is a lot bigger deal than you realize. Text messaging was widely credited with helping overthrow one of the past governments in the Philippines, and it's been used in other countries as well as a way to rapidly distribute information to large groups without the government noticing. Of the developments in Cuba in recent months, this could very well go down as one of the most significant.

    This is such a sad day, because I have been enjoying your site for over a year now, and I will never visit again, due to your anti-Cuban propaganda.

    I have visited this beautiful country twice now, and hope to again in the near future. The people are friendly, funny, welcoming and not starving. I have visited both the poorest areas of Havana and the richest resorts and the average person in Cuba is better off than the average American.

    WHY?
    They have equal access to healthcare, regardless of class, or wealth.
    They have free education, including university.
    They have some of the freshest, most beauitful organic food in the world.

    No, they might not have cell phones, but sweetheart, some things in life are more important.

    Cuba has healthier food (totally organic agriculture without pesticides or toxic GMOs foisted on the people in the USA), healthier ecosystems, excellent medical schools, free education and no homelessness. I am not advocating dictatorship, but Castro has done a lot better for the Cuban people than the did U.S. -backed dictator Batista. And if we left them alone, they would prosper.

    cuba has high human rights and healthcare statistics atm. Cubans are well fed, educated and whilst the embargo by america has led to major economic issues, it is still a second world country.     Although Cuba's poverty will cause most American's to pause, they are in fact leaps and bounds ahead of the rest of Latin America in many respects. Everyone is fed and has a home to live in (although it may be small), people have access to education and medical services when they are needed. If Cuba lifts the restrictions too quickly American Capital will flow into Cuba so quickly and in the process makeing most Cubans America's new slaves. Wake Up America.

    I'm sick of people going on about how great the Cuban healthcare system is. If you're a foreigner, or within the upper echelons of the government, then lucky you. But the average Cuban gets some pretty substandard medical care and often has to subject to unsanitary conditions and lack of access to basic medication and medical supplies, among other things. But hey, at least it's free, right?
