On Friday, President Communist Dictator Raul Castro said that he would begin allowing ordinary Cubans to use cellphones.

This is the first official announcement of the lifting of a major restriction in Cuba.

Cellphone use in Cuba is a luxury usually reserved for only those who are communist or work for the government. Up until now, Cubans have only been able to get cellphones by having foreigners sign the contracts in their names. And those that even had cellphones, were in the very small minority.

Empresa de Telecomunicaciones de Cuba S.A., (ETECSA), Cuba's telecommunications monopoly announced they would allow the general public to use the cellphone by agreeing to sign prepaid contracts using Cuban Pesos.

The Cuban government currently controls over 90% of the economy in which the average monthly salary is about 408 Cuban Pesos, a little bit less than $20.

Yes, $20 a month!!!

But, of course, a program in convertible Pesos will probably ensure that most Cubans will not be able to afford the cellphone service.

Baby steps at least. Though it's doubtful Cuba will get out of it's poverty anytime soon. Instead of giving your people cellphones, why don't you try feeding them instead????

It wasn't Castro, it wasn't the people, it was the CONCEPT of COMMUNISM.     I love and adore you, but shame on you for making a call on the way people do things in Cuba. Since Americans aren't allowed to visit Cuba, and are fed a bunch of lies from their government about Cuba - Americans do not really stand in a position where they can comment on Cuba without ignorance. It's not your fault, it's the fault of your government and the lies they feed you through the media.

    Here in Canada, we have good relations with Cuba and I have been there myself several times. Yes, Cuban people do not have very much and most of them, if not all, are quite poor. However, they live very equal lives. No one is homeless, and they have one of the lowest crime rates in the world. After having spoken to locals who live there myself, some are happy with the communist regime and some are not. A change needed to be made in the country in the 50s when Batista was ruling, hence Che and Fidel promoting and spreading the revolution to create a system in Cuba that is still in place today. In order to protect that system, cell phone use, they feel, needs to be restricted… (cont)

    I just think that the media in America/the government makes it seem like democracy is the ONLY way to do things, and any country that isn't democratic - it's assumed that the people are unhappy and want to live like Americans do. This is simply not the case. Having been to Cuba myself (and not just in the tourist hotels, etc), I know this.

    It's a beautiful country, by the way… it's a shame that American people aren't permitted to go. However, we all know that when America invades a country, all hell breaks loose…. and I quite like Cuba the way it is!

    May I ask the team to stay away from International Relations and concentrate on gossip? Altough I have been happy with the Ellen vs. homophobes and international aid campaign advertising. In think these are important ideas that need to be spread. However, IR is such a complicated "science", eg. with this case; Cuban Communism offers a better social care system than in US, people are happy, therefore right or wrong? Comparisons with Singapore & Lee Kuan Yew's reign could be made. Also should be noted that democracy is not a perfect system at all. History and political development of these countries should be considered. So unless you have someone in your staff with a degree in IR (AND some international vision), posts like these tend to become extremely biased, which is especially clear to us in Europe, where we often wonder the common American exremely nationalist, almost brainwashed blind mentality, that affects so many. Less or more.

    This is completely untrue! I was just in Cuba this past January and everyone has cellphones through the Cuban network. I'm a Canadian so we actually do have contact with Cubans. P.S. They love when Americans visit, they know the risk you're taking and they love you for it.

    This sounds like your typical American propaganda regarding the supposed restrictions in Cuba. Cubans can say want they want, use a cellphone, and drink like fish if they so please. You ain't seen a party til' you've welcomed the New Year and the 50th year anniversary of the revolution in Havana!

    I was in Cuba 2 weeks ago for the 6th time.
    I know Cuban families and on this trip, I stayed in private residences of friends I'd made on previous trips. I took art supplies and over the counter meds and childrens clothing with me. (I had 2 giant suitcases to take down and when I came home, I had one small carry on)

    The Cubans have food, medical health care, education, laughter, love but what they don't have is a lot of "things". It's hard to get a cell phone, dvd player or computer right now but Raul has been changing things since the day he came to power. Because of the embargo, Cuba doesn't have a lot of everyday necessities like over the counter medicine. One of my hosts wept when she saw the boxes of children's tylenol and feminine hygene products I'd brought. I suspect she'd rather have access to that than a cell phone!!

    Cubans have hope that things will change. I've never met anyone in Cuba who is afraid to tell you what they think of the government. They love having long philisophical conversations about politics. The ones you meet at any Cuban resort are probably more educated than anyone on the island. My first maid was a chemical engineer. Cuba's #1 export at the moment is highly skilled doctors.. at any given moment there are over 25,000 of them working in 3rd world countries.

    Perez… try visiting the country before you post about it any further.

    Is it better to have a nation with no mobile phones and $20 a month salaries but where EVERYONE has good, free health care and education or is it better to be the richest country in the world where there is an obscene amount of waste and yet still have poor education standards, children going hungry and the sick only treated if they have sufficient wealth?

    I'm proud to be British and I love the social welfare system we have, I find it really hard to understand how an American can criticise Cuba for the way the state looks after its people. If America is bothered about poverty in Cuba perhaps you shouldn't prevent them from trading!?!?

    many of them earn CUBAN CONVERTIBLE PESOS (CUC), not CUP… 408 CUC = 440 US$.

    I know there is a big pay gap b/w what North American is earning… but come'on it is NOT $20..

    there are more poor people in the US than in Cuba. 20$ but its relative to what costs in the country. 20$ in the us is not much, but in cuba its avergage and its enough, the people dont have to pay for the food, because the state susidizes it. the rent they pay is always 20% of the familys income, free education, free helth care.     I am 35 years old and have visited Cuba as a journalist. It is not a perfect society, but neither is the US. It is just different, and in my book it is OK to be different.
    I just suggest you read the article . . .then argue with the U.N. (the United Nations). I didn't write the article, I just posted it.
    My reply to Perez was about his comment on "Why don't you feed your people . . .?" It had nothing to do with the justice system.

    In Africa and other parts of the world, people are being raped and murdered at alarming rates, not to mention starving literally. Do you think those people care if Cubans get cell phones? Find a real cause.

    it's really not smart to compare it to US dollars and the way americans look at 20 dollars, because as any educated individual is well aware- they are from drastically different economies. Try not to overgeneralize this fact. In reality, in terms of basic needs and hunger, Cubans are doing great. It's comparisons like these that really ruin the view of Cuba to Americans and will never result in anything positive for foreign affairs.

    Cuba has a great education system… but kids can only attend school till about the second grade before they're forced to drop out and work in farms for the government. My father for example, went to school till the sixth grade… and later to jail for refusing to work picking sugar cane and tobacco.

    Yes, they have a "world class health system"… they have GREAT surgeons and doctors.. but no medical equipment!!!! My uncle had a very bad accident recently, and in order for him to get the help he needed, we had to send syringes, gauzes, bandages and medication amongst other things. As a matter of fact, they didn't even have a hospital bed to put him on. He was lying on a piece of plywood during his stay.

    And no, they are not starving to death… THANKS TO THEIR FAMILIES WHO LIVE IN THE U.S., who pretty much work HERE to support our families THERE!

    No one can live off of $20 a month… they most certainly can not live off of it when a supply of milk for a month costs 4 times your monthly income!!!!

    So before you state your opinion I suggest you get your facts/information straight.

    As far as the cell phone use goes… that's not a step closer to freedom at all. It's just more money in those communists pockets! (Or more like… more of their family in the U.S.'s money in their pockets.)

I am merely pointing out that Cuba provides for its citizens much better than most third world countries. Clearly they are never going to be as powerful as the United States because we started our expansionist imperialism quite early and still have a lingering and powerful influence on Latin America. Communism, when done correctly, is really a beautiful thing. Cuba obviously isn't the best example, there really isn't one..but I'd rather have my government providing me with cradle to grave benefits than buying into a materialistic culture that is fed by capitalistic greed and excessive buying.

    People that have visited the resorts of Cuba have NO idea of what Cuba is really about. Did you notice on the beach that unless a Cuban works at the resort they are not even allowed on the beach or at the resort? The wealthiest Cuban are the ones that receive tips. Doctors make less than thirty dollars a month. The people have ration books for essentials but guess what the government stores rarely have the essential. The medical and dental system on paper looks great but it is not reality. I am an authority on Cuba as I travel ther on medical mission trips, sneak drugs and life saving equipment in there. Walk the streets and you will find, sure everyone has a job but no equipment to do their work. They will approach you to sell stolen cigars and whatever they have stolen to tourists. Need surgery, the building is ther but no supplies. Now tell me how great an education can you have when you have no ability to ever practice. The dentists had nothing not even local anesthetic but they show for work and sit all day. Michael Moore did a huge disservice to this country, Cuba in what he presented. What a shame for all.

    I can't believe you bother to vacation in the beaches that my people can't go swim in. Next time you "vacation" really take a look at the people.     just wanted to let you know im not to sure how much you actually know about cuba considering you cant really go there.. but its really not that bad there they dont live in poverty at all they have a different lifestyle and stuff is a lot cheaper there so to compare and say on $20 a month is ridic cuz its not the same $20 you and us (canadians) are used to.. all of their stuff is paid for by the government and they all get a government allowance that pays for their groceries but considering we live in an industrial world people cant seem to wrap their heads around the concept that we only should need $20 a month to live and they are far better off cuz they have a government that is actually FOR THE PEOPLE unlike the american and canadian governments that both claim they are!

They live in same types of houses, so there is nobody who is higher than the other in terms of earnings.     The last trip, a few months ago we were invited to a pig roast in a Friend of Castro's neighborhood. We were a bit nervous about our safety but we went. We arrived and had brought them all the presents and supplies like bungy cords, shampoos, soaps, ibuprophen, diapers, clothes and gifts that they can not get. Even a dollar eye glass repair kit is so valueable. They split us up in two's to go and visit different family homes that were very sparsely furnished but clean. The loved to show off their pigs in their small backyards. I have the pictures. Two hours in, the usic and gifts given, we realized, no pig was being roasted and the communist men were drunk and getting very vocal. They are the priveledge Cubans, they were proud to speak of the good things they received fro their governemtn and the next second pulled us aside and cried about their misery. Several of them became very negative towards an American docotr originally from P Rico. They said he sold out and left his country. It ended with us making an escape and we were all freaking out about the evening. Fiedels men sold him out aftr they got a bit of liquor in their belly. Very scary but I will soon be back there making deliveries to their clinics. I have a ton of pictures to prove what the real Cuba is all about.
