They're finishing plebe year (their freshman year) at the Naval Academy in Annapolis, MD. A statue called Herndon is covered with grease and the plebes have to climb to the top to replace a plebe cap with an officer's cover. The legend is that the person who swithces the hats is supposed to become an admiral. This ritual forces the plebes to work as a team and learn that they have to rely on others for success.
