As an Annapolitan I can tell you this is the great Herndon climb where freshman at the USNA or "plebes" are told that if they would like to become sophomores that they must climb the obelisk greased by the current sophomores. And it is said whoever climbs to the top removes the dixie cup will get the admirals "boards" and be the first in their class to make Flag Rank. This event kicks off Commissioning Week where the seniors graduate and become ensigns in the Navy.
