Toddler Found Wandering the Street Holding Beer Bottle

A 24-year old Jacksonville Beach woman is facing felony child neglect charges Thursday after police say neighbors found her two year old son wandering in the street wearing a soiled diaper carrying a beer bottle.

Jessica Nicole Hughes was arrested when she returned home after being contacted by police.

She was described as extremely intoxicated at the time of her arrest.

Authorities called Jax Beach Fire & Rescue to check on the little boy, who was bleeding from a piece of broken glass in his foot, and to be sure he hadn't consumed alcohol.

"Fortunately, it did not appear the child had ingested any alcohol," said Jax Beach Sergeant Thomas Bingham.

Police got a call from neighbors around 9 o'clock wednesday night. "Two neighbors call us saying, 'hey! There's this 2-year old child walking around… (with a ) soiled diaper, glass is in the bottom of his foot -walking around with a beer bottle," said Jacksonville Beach Police Public Information Officer Thomas Bingham.

According to police, the boy's mother, Jessica Hughes, said she dropped the child off at their apartment where her fiancee' was napping. She then went out.

The toddler's soon-to-be step-Dad told First Coast News little Caleb did what most two year olds do. He explored. "He has toys. He loves to climb. And you know Kids love to climb!" said Michael Edenfield.

"He climbed up, unlocked the door and the next thing you know he was out here!"

Mike Edenfield was awakened to neighbors and blue flashing lights to learn the toddler was out.

Police reached Mom on the phone and told her to come home.

"And when she came home, she was absolutely obliterated!" said Sgt. Bingham.

"(She was) Extremely intoxicated. Had difficulty standing. The investigation continued and the officers ended up arresting her for child abuse and child neglect."

Paramedics pulled a sliver of glass from the boys foot and determined that he had not consumed any alcohol.

The Department of Children And Families was called and an investigator went to the apartment on the 200 block of 10th Avenue North. The DCF determined the child was safe in the care of Edenfield while the boy's mother was taken to jail.

Caleb's soon-to-be stepfather is grateful the boy is unharmed, but says the arrest of his mother creates an instant hardship.

"It means now I can't work until I find a babysitter! And I don't have a babysitter so now that puts me behind on my rent. All my bills are going to get behind because of this little incident."

If convicted on the third degree felony charges, Hughes could be jailed for up to five years. Hughes is being held at the Duval County Jail on $5,000 bond.

    I think that the mother prolly should have known better not to leave the child there while her finance was sleeping. But she just wanted to go out and get hammered. Its still the mothers child, not her finance! So she is still the one that is in charge. Maybe she just dropped the child off without even saying anything to her finance. Shes pretty ugly looking!     This woman didn't care about her child. She left him with a sleeping babysitter and didn't even tell him the child was there. By how drunk she was when she came back, I bet she was drinking before and just wanted to get rid of her kid. The news story I read said she had put him to bed and didn't tell the boyfriend that the child was there. I would bet money she put the kid in bed and told him to go to sleep and then got to the bar as quick as she could.

I think the fiance should be responsible for this matter. I dont think anyone would be on her case if she wasn't drunk when she arrived at the house. The way I see it.. she is of legal age to drink and she didn't have her child with her while doing so.

How do they know this woman might not be someone who was over-stressed and was having a rare night out and away from the hassle of her child and left in the care of the obvious idiot who did God-knows-what instead of minding the baby for even a small amount of time.     We have twin 2 1/2 year old little girls…they are our greatest gift….but they are alot of work…My husband and I have arranged our schedules to make sure one of us is home with our kids everyday, no nanniess, daycare or babysitters…if you decide to bring children into this world, they are your responsibility…everyday, 7 days a weeks, 24 hours a day, you cant take your eyes off your kids for a minute these days…We hope to be putting out two magnificent, intellegent, professional women into this world to help make it a better place… Why am I writing this, to let you all know that they are many great, loving caring parents out there…and the white trash mother who dumps her kid off to go get drunk hopefully can take a lesson or two from these comments….Get your shit together lady, loose some weight, and maybe you will like yourself better and in turn pass it on to your child…. It is clear by his comments that were all about him and making him look needy, ie…how am I gonaa get rent money, pay my bills, babysitter pay….he said he cant work because he has no babysitter. I dont feel sorry for him, I wonder if the mom had baby in day care? if she did then he should take the baby there.     I live in Jacksonville Beach and basically she dropped the child of at the apartment and left. Her fiancée says he has no idea that the boy was even there because he was sleeping when she dropped him off.

    So basically all she wanted to do was go drink!

    Look…good parent or not kids DO get out of the house. It can happen even at night when you chain lock a door and think they are asleep. I had it happen to me when my husband was in the shower, our oldest son was napping and he got a baby chair, stood on it, unlocked the door to our house and the chain lock and was found by a neighbor walking down the street in his diaper and t-shirt! All of our children are very well cared for, we are not on welfare, live in a very upscale residence, are educated and so on so it DOES happen! It happened to his brother's wife and guess what….HIS BROTHER IS A POLICE HOMICIDE DETECTIVE!! Kids are little Houdin's and you have to have alarms on doors sometimes which we had to do! Mom's can get drunk and his step-dad can watch him but really SHIT HAPPENS!!

    ok, let me tell you the story of my twin boys when they were only 2yrs old: My husband and were living in a 2 story condo on an army base where my husband was serving at the time. That morning my husband was napping on the couch downstairs (still in his underwear). I was upstairs in our bedroom packing to go home for Easter. Or sons were in their room playing with their toys, right next to our bedroom, their door completely open as well as our's. Both windows were down and locked. I had been busy for about ten minutes when I heard the doorbell ring and my husband yell up to me to check on

    Jason, one of our sons, and he wasn't in his room! I yelled he's not here, neither is Justin, and jumped the baby gate and ran down stairs. There stood my nextdoor neighbor holding my son Justin and saying he was headed towards the playground in our back yard. My husband is now running down the street (still in only his underwear), yelling for Jason!! As it tunred out, Justin and Jason, oh so quietly, unlocked their window, pushed the screen out (cheap screen) and proceeded to jump out of the window to go play in the playgound!! Thank god there was a huge pile of hay just below their window my husband had gotten the day before for a prank he was planning on one of is fellow soldiers. From that day unitl we could found a one stroy to live in, there were baby gates on their windows and new locks. My boys were not hurt at all from their little escape. No, neither he nor I was drinking at the time, but these things do happen. It happened to me!!!! But that was very irrisponible of the mother to leave a 2yr old with someone that was sleeping and didn't know she had left him there.

    When my son was two he opened the front door of the house and went over to his best friend's house to play. (I was in the shower). The front door was locked, but he had figured out how to unlock the door. I got a call from my girlfriend telling me he was there, stark naked. After that incident, I had dead bolt locks installed on all the doors at the top of the doors where he couldn't reach.

    Not to say that this even closely resembles what this dumb fiance and the mom did, but two year olds ARE very clever and you have to watch them like a hawk. They want to explore everything. I'm very grateful my son just went two doors down to his friend's house and that we live in a very nice neighborhood, but anything could have happened.

    I am very fortunate to live in an "upper-class" side of town. Just because crime doen't happen right around the corner from me doesn't mean it affects me any less. I have a small child and he doesn't deserve to see these kind of things happening CONSTANTLY. We lived in Las Vegas until the beginning of this year, and let me tell you, the crime rate there is MUCH lower than it is here, there are LESS autiomobile fatalities, and last but not least the pay rate is much higher. Unfortunately, due to the illness of a family member, I had no choice but to move back to Jacksonville. I can assure you though, as soon a things are straightened out here, I WILL be moving back to Las Vegas.

But I think they were right for arresting the mother because she dropped the kid off to someone who was napping. How the hell could he have known the kid was there?     You know ,we here in society need the old orphanges. Make them safe 24 hour, CPS workers showing up in pairs at anytime and just have kids in orphanges. They would be way beter off . Also, our govt. needs to give 10,000 to men and women for having vesectonmy's and tubes tied. It costs way more than than that $10,000 yearly to support these kids.

    Both parents are selfish and are to blame. People are having kids too young; they are still kids themselves that is why we have all of these crappy parents. Thus, with all the crappy parents, we get crappy kids that become crappy adults. Thus, the cycle repeats itself.

    There should be laws that keep certain people from having kids. Stories like this piss me off.     Now, if he was napping.. he wouldn't be aware that the child was even in his care. That seems to be the obvious reason as to why he was not charged as well. From what the report implies.. he probably didn't even know she dropped him off to being with.
