Toddler Found Wandering the Street Holding Beer Bottle
A 24-year old Jacksonville Beach woman is facing felony child neglect charges Thursday after police say neighbors found her two year old son wandering in the street wearing a soiled diaper carrying a beer bottle.
Jessica Nicole Hughes was arrested when she returned home after being contacted by police.
She was described as extremely intoxicated at the time of her arrest.
Authorities called Jax Beach Fire & Rescue to check on the little boy, who was bleeding from a piece of broken glass in his foot, and to be sure he hadn't consumed alcohol.
"Fortunately, it did not appear the child had ingested any alcohol," said Jax Beach Sergeant Thomas Bingham.
Police got a call from neighbors around 9 o'clock wednesday night. "Two neighbors call us saying, 'hey! There's this 2-year old child walking around… (with a ) soiled diaper, glass is in the bottom of his foot -walking around with a beer bottle," said Jacksonville Beach Police Public Information Officer Thomas Bingham.
According to police, the boy's mother, Jessica Hughes, said she dropped the child off at their apartment where her fiancee' was napping. She then went out.
The toddler's soon-to-be step-Dad told First Coast News little Caleb did what most two year olds do. He explored. "He has toys. He loves to climb. And you know Kids love to climb!" said Michael Edenfield.
"He climbed up, unlocked the door and the next thing you know he was out here!"
Mike Edenfield was awakened to neighbors and blue flashing lights to learn the toddler was out.
Police reached Mom on the phone and told her to come home.
"And when she came home, she was absolutely obliterated!" said Sgt. Bingham.
"(She was) Extremely intoxicated. Had difficulty standing. The investigation continued and the officers ended up arresting her for child abuse and child neglect."
Paramedics pulled a sliver of glass from the boys foot and determined that he had not consumed any alcohol.
The Department of Children And Families was called and an investigator went to the apartment on the 200 block of 10th Avenue North. The DCF determined the child was safe in the care of Edenfield while the boy's mother was taken to jail.
Caleb's soon-to-be stepfather is grateful the boy is unharmed, but says the arrest of his mother creates an instant hardship.
"It means now I can't work until I find a babysitter! And I don't have a babysitter so now that puts me behind on my rent. All my bills are going to get behind because of this little incident."
If convicted on the third degree felony charges, Hughes could be jailed for up to five years. Hughes is being held at the Duval County Jail on $5,000 bond.

I am amazed at the number of you baffled by this! What a couple of filthy losers. She should lose custody…but she won't.

Lets start with the fact that it says THEIR apartment people - the bottle could have belonged to either adult - but most likely mom as she was the intoxicated one. Then move to the fact that this man is not YET legally responsible for this child. The couple is not married. And last lets talk about mom leaving a toddler in the care of a sleeping adult. That is the same as leaving the child unsupervised altogether. If the man was sleeping when the child was dropped off how is it his fault? I do understand that the child was technically in his care - but to me that would be like dropping your kisd off in the yard and assuming they made it in the house fine at age 2. That would be the fault of the person who dropped him off…. MOM

and if she were a more responsible mom
she would have woken the step dad
and made sure he was in the right condition to take care of a toddler

~I see a lot of folks asking why the boyfriend wasn't taken to Duval County too. It's simple, he can't be held responsible for what she did. The mother dropped off her child to the home of a sleeping boyfriend. Therefore he ovbiously wasn't aware of the child being there. She didn't bother to wake him to say "hey I'm going out for a while, watch the baby" So, u can't be held responsible if you don't know the child was there.
I live here in Jacksonville!! And some people can be soooo stupid….if ur not ready 2 be responsible and give up bad habits…don't become a parent and pass those bad habits on to ur kids! And put them in danger!!!
Heck, is she related to my hubbies ex? She thought it was funny that her daughter got a contact buzz off the huge joint she was smoking. Drank/smoked while she was knocked up, crashes cars and HE was the bad guy for being pissed about all this and questioning her Mommy abilities. Luckily for his ex's kids they were with him when she totaled her car and walked away after killing a vagrant. Oh, and this woman is your friendly neighborhood banker who charms everyone even the cops to buy her "I'm a great Mom" act. Nothing surprises me anymore.
I am glad that the mother has been charged, but what about the soon to be stepfather….he was the one at home at the time of the incident? Shouldn't he be charged also…..and he is also be charged for calling this a 'little incident'!

sounds like daddy to be needs to have the crap beat out of him. who doesn't know there is a toddler running around the house. i have a 2yr old and he doesnt make too many moves (other than coloring on the walls, pouring lotion on the carpet, etc) without my knowledge. AND why were there beer bottles all over the house???? get a sitter for party time and clean it up when its over. what kind of parents are they???
The mom is ultimately reponsible for her child. The dude has no legal ties to this child. If she wanted to party and not take care of her kids, then she shouldn't have had kids.

Why was the mom arrested when it was the stepfather who was supposed to be watching the child? I think the police and press are trying to demonize her because she was drunk. I am not saying it isn't bad, but it is not illegal to drink, and she wasn;t around her child when she did it. This story is just super sad to me.
