When I was a little kid I used to ride on my dads lap like that and drive his car…he would use the brakes and clutch and I would shift and stear. almost crashed into a tree a couple times but whatever. He is clearly wearing a seatbelt. Here is my theory. The waist part of the seatbelt may be around Shiloh's hips AND his hips. The part that goes over the chest may not have been in the right position for Shiloh, it may have been positioned over her face or something like that so she was only strapped in with the waist part of the seatbelt.
