The Disney star covered Breakout, a song Perry recorded years ago, for her new album, and Miley even chose that as the title of her record.

It isn't a fair assessment when Miley is being backed by Katy Perry's vocals. You are still getting Katy Perry's vocals so it the only difference is Miley dubbed on top. Of course Miley's sounds good, because Katy is prominently in the background.
