Just because young teenagers resemble adults doesn't mean that their brains are as developed and doesn't mean that they're legally the same. What Perez did in this post is not only Cyber bully her, but since the harassment is sexual in nature, he sexually harassed her. And since she's only 15 and Perez is 30 and making sexually abusive comments and drawing white squiggly lines close to her vagina, that makes him a PEDOPHILE.
