to be considered a couture designer you must be appointed that rank by the french ministry of industry
there are very VERY few houses that have attained this status they include chanel, lacroix, dior, givenchy
anyways house of holland is not a couture label
and it is an insult to couture to refer to it as such
especially since it is pretty hideous
