Alot of apartment complexes leave shopping carts in the lobby area, especially if there's elderly living there, so people don't have to make 12 trips with their groceries. My nana used to keep one in her apartment because it helped her get around. She wouldn't use a walker. It made her feel old.
It isn't uncommon for there to be a shopping cart in an apartment building, so older people can take things from downstairs up the elevator instead of making a bunch of trips to get things. I lived in an apartment complex in LA that had a shopping cart in the lobby for such use.

Some really EXPENSIVE HIGH RISES have shopping carts for there residents convinence to take there shit from the car garage to there apts. i know that for a fact, tony romos building in dallas uses super target shoping carts!
