Bad make-up doesn't help and she does seem a little spacey so I'm going with hung over. No jaw issues or congestion and her pace of speech is reasonably normal so she is definitely not lit up on blow at this particular moment.
I think because she's in England, she's trying to sound a little "posh". Plus, the accent thing happens incidentally when you're traveling for an extended period. Hell, when I go to New Orleans for a week or two I catch myself adopting an accent.
