David Dayan Fisher, best known for his roles on 24 and NCIS, was arrested yesterday after allegedly attacking his neighbor over - get this - a disagreement over swimming pool towels!

According to authorities, the actor allegedly hit and choked the victim. He's being held in jail on felony battery charges.

We don't care how heated that ridiculous argument got - he has NO business putting his hands on anyone!

Banning bears from bars is like banning sharks from swimming pools, or Lindsay Lohan from a movie set!! If you have to ban man-eating creatures from a establishment it probz needs to be closed, knocked down to the ground, and turned into a parking lot and eventually an urban legend.
