Even though there is an international moratorium on whaling, banning all forms of whaling for everything expect a "scientific research" loophole (which Japan exploits yearly), many countries continue to hunt whales.
In fact, since the ban, the number of whales killed each year has almost doubled in the past decade!
The whole quota thing sounds overly complicated, almost creating a stock market for whales.
Each whale will be worth an actual amount of money and people can literally buy a whale.
The idea is to take all the money used to fund anti-whaling campaigns (like the Sea Shepherd) and basically just give it to the whaling companies if they promise to not kill whales.
So the idea is basically just pay the whalers whatever money they'd make from hunting whales.
It's a decent idea in theory but we really don't see either side going for that.
We just hope something is done before the whale wars escalate out of control or the whales go extinct.
