Because, DUH!!!
Mrs. Carter got her glam on in a strapless Givenchy gown with high thigh-slit, beaded bodice, and over-the-knee boots that matched the print on her skirt.
It’s definitely not punk (although she tried with that studded belt), but it’s classic Bey, and it WORKS!
