Michael Phelps Is 100% Retired

Anybody out there holding out on saying goodbye to Michael Phelps in case he retracted being retired should give up — he is 100% done.

“I’m done. I don’t know if people really believe me, but I am actually finished. I’m retiring. Yes — I’m done.”
