The shooter at the Washington Navy Yard is still active, but according to reports, he is barricaded in a building on base, possibly pinned down between floors.
The gunman who first opened fire over an hour ago has shot at least ten people – two police and eight civilians – according to police. We do not yet know the severity of their wounds.
Sadly, the U.S. Navy has confirmed there were fatalities, though the number is not yet known:

There are also reports that the shootings were committed by not one but three shooters, but those have yet to be confirmed.
