Yep, they went there.

BBDO, a German marketing and advertising agency, were hired by Gillette to come up with a creative way to get people to shave and this is it.

They ended up placing thousands of these custom towels on grassy public areas, which won them a Media Bronze Lion for "best use of ambient media, small scale."

Go figure.

But the real question remains: did Germans take the hint???
