Ha!
We’re pretty sure it has to do with the HIGHlarious (but also, apparently offensive) lines given to Alec Baldwin‘s character, Jack Donaghy.
The runner-up was Grey’s Anatomy with 7 violations per ep, while The Office and NCIS averaged about 5 per episode.
